The United States House of Representatives recently approved H.R. 1 - the "Implementing the 9/11 Commission Recommendations Act of 2007", which introduces 100% scanning of all maritime and air cargo bound for the United States. The long term impact of these cargo inspection requirements is as yet unclear but would potentially add new burdens on businesses without necessarily providing additional security benefits.
