Terms of Reference for the e-Invoicing Group

Scope

The e-Invoicing group is a subgroup of the e-Business Group and a focus group of the Document Working Taskforce, with its focal point on the issues relating to e-Invoicing and the surrounding and influencing factors.

Aims

The e-Invoicing group aims to act on behalf of the UK in the coordination of international standards, advising on the development of policy, best practice and guidance on e-invoicing for trade facilitation and encouraging the use of internationally agreed standards enabled by e-Business.

Objectives

To advise SITPRO on, its development of a strategy and action plan relating to e-invoicing developments.

To monitor and assess the impact on the trading community of proposed changes in International, European and National trade law in relation to e-Invoicing in the international supply chain.

To establish links with UN/CEFACT’s group dealing with Recommendation 6 Invoicing and Annex on e-invoicing and to coordinate UK representation to and influence of UN/CEFACT e-Invoicing related deliverables.

To establish links with the EU Commission’s expert group on e-invoicing. Once established, to coordinate UK representation to and influence of the expert group on e-invoicing and related deliverables.

To assist in the development of the specification of e-invoicing, as set out in the scope of the UNeDocsUK project, including practical guidelines in close co-operation with the (Document Working Taskforce).

To deliver and foster the adoption of international standards through the implementation of an e-invoice aligned to international standards.

To promulgate e-Invoicing policy, best practice and guidance on e-invoicing for trade facilitation to the UK business community.

Relationships

The Group will report to the Document Working TaskForce and when appropriate directly to the E-Business Group.

The Group will coordinate with other e-business and standards groups identified, such as the EU Commission Expert Group on E-Invoicing and UN/CEFACT’s (Centre for Trade Facilitation and Electronic Commerce) Trade Business Groups dealing with e-Invoicing matters.

Membership

HM Revenue and Customs; Business Link; trade, transport and financial services providers e.g. ports communities, banks, chambers of commerce, BSI – through ICT/../4, professional; software vendors; trade associations and members of UN/CEFACT.
